I thought a neocon is a conservative who advocates exporting democracy by toppling autocratic regimes whose populace (supposedly) is ripe for democratic governance. Surely this this was the real reason for the Iraqi invasion.
According to this definition, President Trump bombing Iran does not make him a neocon.
It's hardly been constrained to regime change and nation building. For at least the last 25 years, and especially in the last 10 (by the MAGA-right), it's been applied to any form of military interventionism abroad (everything from preemptive action in defense of U.S. interests, to even just tipping the scales in foreign conflicts with the provision of military resources).
The hypothetical bombing Iran was specifically categorized by countless high-profile MAGAites as the ultimate necon move... until, of course, Trump actually did it.
